Programme Delivery Manager
6 Month Contract
Rate: £550 - £575 per day (Inside IR35)
Location: UK – Remote
We are looking to recruit a Programme Delivery Manager / Project Manager for a leading global software company.
This role focuses on driving delivery across multiple teams, ensuring plans translate into real progress. You will work closely with Product, Engineering, Commercial, Support and Operations teams to coordinate activity, manage dependencies and maintain clear visibility of programme progress.
This is a hands-on delivery role, ideal for someone comfortable working across cross-functional teams and keeping complex initiatives moving forward.
Key responsibilities
- Own and maintain the overall programme delivery plan including milestones, owners and dependencies
- Translate strategic priorities into clear and actionable delivery plans
- Run programme working sessions and cross-team coordination meetings
- Track progress across workstreams and follow up on actions between meetings
- Work closely with Product and Engineering teams to manage delivery dependencies
- Identify delivery risks early and support teams in developing mitigation plans
- Maintain a clear view of programme progress and provide updates to leadership
- Ensure teams remain aligned on priorities, timelines and next steps
Skills and experience
- Strong programme or project management experience in a cross-functional environment
- Experience working closely with Product and Engineering teams
- Ability to translate strategic objectives into practical delivery plans
- Strong coordination and organisational skills across multiple workstreams
- Confident stakeholder management and communication skills
- Comfortable working in a hands-on delivery role driving execution
I think they’ve historically leaned into senior Product Directors, but what they actually need is someone who sits slightly differently — more portfolio finance and investment discipline, rather than hands-on product ownership.
Civica are looking for someone to bring financial structure and investment discipline across their product estate. It’s less about owning a product roadmap and more about owning the portfolio view — building P&Ls, modelling ROI and payback, supporting M&A business cases, and creating governance frameworks so product investment decisions stand up commercially, particularly in a PE-backed environment.
How I’d Explain It to a Candidate (Clean, Confident Version)
This is an Enterprise Architect role working for Civica, aligned to a major long-term Army programme.
You’d sit within their Central Government architecture capability and effectively act as the senior EA helping shape technology roadmaps and architectural strategy for a secure Defence environment.
Then break it down:
What they’ll actually be doing
-
Translating Army business strategy into technology roadmaps
-
Owning enterprise-level “as-is / to-be” architecture views
-
Setting architectural standards and governance
-
Advising on security, data, and technology decisions
-
Working across multiple programmes rather than one project
It’s less “hands-on solution design” and more:
Strategic, cross-portfolio architecture leadership in a secure government setting.
What Makes It Different
This isn’t a generic consultancy EA role.
It’s:
-
Long-term Defence client (Army)
-
Secure environment (SC)
-
Enterprise-level thinking, not just domain architecture
-
Strong governance and assurance focus
-
Hybrid with Andover presence (so likely near Army HQ / defence estate)
How to Position the Level (Important)
This is SFIA Level 6 — so you can say:
It’s aimed at someone already operating at enterprise level — influencing senior stakeholders, setting architectural direction, and owning strategy rather than just contributing to it.
That avoids junior Solution Architects applying.
What Kind of Person This Suits
You can frame it like this:
It would suit someone currently operating as a Lead / Principal Architect in a regulated or secure environment who wants enterprise-level ownership and stakeholder influence.
Or:
-
Existing Enterprise Architect
-
Lead Domain Architect stepping up
-
Principal Solution Architect with governance experience
What Candidates Will Ask (So Pre-Empt It)
They will ask:
-
Is it delivery or governance heavy?
→ It’s governance + roadmap + strategic alignment. -
Is it greenfield or legacy?
→ Likely legacy modernisation within secure constraints. -
Is it embedded with the client?
→ Yes — closely aligned with Army stakeholders. -
How much travel?
→ Hybrid, regular Andover travel (clarify % if you can).
The 30-Second Recruiter Pitch
Here’s a tight version you can literally read:
It’s an Enterprise Architect role aligned to a major Army programme. You’d be responsible for shaping enterprise-wide technology roadmaps, ensuring architectural governance and security best practice, and advising senior stakeholders across business, data and technology domains. It’s strategic rather than hands-on build, operating at SFIA 6 level in a secure Central Government environment.
That sounds informed and avoids waffle.
