Head of Finance (Technical)
£63,092 – £67,853
Hybrid working (minimum 1 day per week onsite in Ipswich)
A senior finance leadership role at the centre of technical governance, reporting, and organisational change.
This is an opportunity to lead a technical finance function within a complex public sector environment, shaping financial strategy and ensuring robust, compliant operations during a period of significant transformation.
You will work closely with senior leadership, providing clear, credible financial advice while maintaining strong financial resilience and control.
The role
Reporting to the Assistant Director for Finance, you will lead the technical finance function and act as a key advisor on financial matters to senior stakeholders, including executive leadership and committees.
Key responsibilities include:

Leading statutory accounting processes, including year-end close and production of the Statement of Accounts

Overseeing treasury management, taxation, and financial compliance frameworks

Acting as a principal source of technical financial advice across the organisation

Managing external audit relationships and ensuring timely, accurate reporting

Providing leadership to a multidisciplinary team covering technical accounting, treasury, insurance, income and payments

Driving improvements in financial controls, compliance, and risk management

Maintaining oversight of emerging legislation and accounting standards
This role will play a critical part in ensuring continuity and robustness of financial management during a period of wider structural change across local services.
About you
You will be a qualified finance professional (CIPFA, ACCA, CIMA or equivalent) with a track record of operating at a senior level within a complex organisation.

Strong technical expertise across local government finance or a comparable regulated environment

Experience leading high-performing teams and delivering through others

The ability to influence and advise senior stakeholders with clarity and credibility

A pragmatic, solutions-focused approach, with the ability to operate in ambiguity

Strong organisational awareness and the ability to adapt within a changing landscape
Experience within local government or the wider public sector is highly desirable.

For the right candidate, there is scope for this role to include Deputy Section 151 Officer responsibilities, with an additional allowance attached.
